Government Introduces New Tractor Testing Guidelines to Facilitate Easy Business Operations

In a significant move aimed at streamlining the agricultural sector and improving the ease of doing business, the Indian government has introduced new guidelines allowing tractor manufacturers to participate in the subsidy scheme. This initiative comes with a set of eligibility criteria designed to ensure that tractor models meet the necessary standards for quality and performance.

Under these guidelines, tractor manufacturers are required to present either CMVR (Central Motor Vehicles Rules) or Conformity of Production (COP) certificates to establish their eligibility for the subsidy scheme. These certificates serve as evidence that the manufacturer's tractor models adhere to the benchmark specifications set by the Department of Agriculture & Farmers' Welfare.

However, the process doesn't end with certification. Manufacturers must also submit their tractor models for testing, and the test reports must be forwarded to the Department of Agriculture & Farmers' Welfare within six months. This step is crucial to verify that the tractor models perform as claimed.

Another key requirement is that tractor manufacturers must offer a minimum three-year warranty for tractors supplied under the subsidy scheme. This warranty provision aims to provide farmers with peace of mind regarding the durability and reliability of the tractors they purchase.

The testing requirements are detailed and thorough, covering various aspects of tractor performance:

Drawbar Performance Test:

This test evaluates the traction of a loaded car and can be conducted at government-authorized facilities such as CFMTTI in Budni or MRV in Chennai. Alternatively, manufacturers can perform the test at other authorized institutions as long as they meet the necessary infrastructure requirements. When manufacturers conduct the test at their facilities, the test data will be included in reports from CFMTTI Budni or the selected authorized institution. This approach recognizes the manufacturer's responsibility for self-certifying performance results.

PTO Performance and Hydraulic Performance Test:

Manufacturers have the flexibility to conduct this test at their facilities and then provide the test data to CFMTTI Budni or other selected authorized institutions. The data will be incorporated into the test reports, along with the manufacturer's self-certification of compliance with applicable BIS (Bureau of Indian Standards) Codes. Alternatively, manufacturers can choose to perform the test at CFMTTI Budni or other authorized institutes with suitable infrastructure.

Brake Performance:

This test, conducted in accordance with CMVR requirements, ensures the braking system's effectiveness. Tests carried out at authorized institutions under CMVR regulations will not need to be repeated at CFMTTI Budni or other government-authorized facilities, as the existing data will be integrated into the test reports.
