EC Withdraws Permission for 'Rythu Bandhu Scheme' Disbursement in Telangana Amid Violations

In a surprising turn of events, the Election Commission of India (ECI) revoked its earlier permission for the distribution of financial aid to farmers under the Rythu Bandhu Scheme in Telangana. The decision, made on November 27, comes on the grounds of a violation of the model code of conduct by a state minister.
The ECI had initially granted a "no objection" for the disbursement of funds, considering the ongoing nature of the Rythu Bandhu Scheme and the traditional disbursal of rabi installments during the period from October to January over the last five years. However, the commission strictly instructed the state not to publicize the disbursement to maintain a level playing field during the ongoing assembly elections scheduled for November 30.

The withdrawal of permission follows a breach of the model code of conduct by T Harish Rao, the Minister of Finance and Health and Family Welfare in the Telangana government. In a public announcement, Minister Rao not only revealed details about the disbursement but also assured that the funds would be credited into farmers' accounts swiftly, even before they completed their breakfast and tea.
In a letter addressed to the state chief electoral officer (CEO), the ECI expressed its concerns over the violation, stating, "The Commission has observed that T Harish Rao...has not only violated the provisions of MCC (model code of conduct)...but also conditions laid down as above by publicizing the release under the scheme, and thereby disturbed the level playing field in the ongoing election process."
